What does the Bible say about Evil and Wickedness?

You've heard it said that man is born basically good, but external circumstances cause the evil  that people do.  They will say that circumstances such as poverty, injustice or perhaps a bully at school cause people to do evil things.  What does the Bible say?

Genesis 6:5 The LORD saw how great man's wickedness on the earth had
become, and that every inclination of the thoughts of his heart was only evil
all the time.

Genesis 8:21 The LORD smelled the pleasing aroma and said in his heart:
"Never again will I curse the ground because of man, even though every
inclination of his heart is evil from childhood. And never again will I
destroy all living creatures, as I have done.

Exodus 32:22 "Do not be angry, my lord," Aaron answered. "You know how prone
these people are to evil.

Psalms 36:4 Even on his bed he plots evil;
he commits himself to a sinful course
and does not reject what is wrong.

Psalms 73:7 From their callous hearts comes iniquity;
the evil conceits of their minds know no limits.

Isaiah 5:20 Woe to those who call evil good and good evil,
who put darkness for light and light for darkness,
who put bitter for sweet and sweet for bitter.

Jeremiah 7:24 But they did not listen or pay attention; instead, they
followed the stubborn inclinations of their evil hearts. They went backward
and not forward.

Jeremiah 13:23 Can the Ethiopian change his skin
or the leopard its spots?
Neither can you do good
who are accustomed to doing evil.

Jeremiah 17:9  The heart is deceitful above all things and beyond cure. Who can understand it?

Matthew 15:19 For out of the heart come evil thoughts, murder, adultery,
sexual immorality, theft, false testimony, slander.

Romans 1:18-20 The wrath of God is being revealed from heaven against all
the godlessness and wickedness of men who suppress the truth by their
wickedness, 19since what may be known about God is plain to them, because God
has made it plain to them. 20For since the creation of the world God's
invisible qualities--his eternal power and divine nature--have been clearly
seen, being understood from what has been made, so that men are without
excuse.

Romans 1:29-32 They have become filled with every kind of wickedness, evil,
greed and depravity. They are full of envy, murder, strife, deceit and
malice. They are gossips, 30slanderers, God-haters, insolent, arrogant and
boastful; they invent ways of doing evil; they disobey their parents; 31they
are senseless, faithless, heartless, ruthless. 32Although they know God's
righteous decree that those who do such things deserve death, they not only
continue to do these very things but also approve of those who practice them.

Romans 3:10-11  As it is written: "There is no one righteous, not even one; 11there is no one who understands, no one who seeks God.
  12All have turned away, they have together become worthless; there is no one who does good, not even one."  13"Their throats are open graves; their tongues practice deceit. "The poison of vipers is on their lips."

Romans 12:9 Love must be sincere. Hate what is evil; cling to what is good.

Romans 12:21 Do not be overcome by evil, but overcome evil with good.

Romans 14:16 Do not allow what you consider good to be spoken of as evil.
